Aerosol sprays were actually phased out in the United States in the 1990s ...The NYT is wrong here. Aerosol sprays were never phased out. Producers simply switched to non-CFC propellants, typically propane. The Montreal Protocol was the first UN treaty to be universally ratified (all 193 members plus 4 non-member entities) and is the most successful environmental treaty ever negotiated. It stands as a sterling example of successful global action taken to protect the environment and as proof that such action is possible..

In addition to aerosol sprays and air conditioning systems, two other big sources of CFCs were refrigeration systems (Freon) and fire suppression systems (Halon).
