Isn't that what the subsidies are for: paying the premiums so the cost isn't passed on to other consumers?

No, the subsidies ONLY offset some of the premiums (rarely all of the.premiums), but zero of the cost of using the insurance, and often come with very high deductibles and co-pays that must be paid before the insurance will pay anything. Thay are starting to figure out that these low income people get subsidies for insurance they can't afford to use.
