It's a sad day when our education has so failed folk that they can't tell the difference between capital letters and capital offenses.

It's Amendment 2.2: <b>Well regulated transportation, being necessary to the prosperity of a free state, the right of the people to keep and operate motorized vehicles shall not be infringed.</b>

And it's absolute, because the second comma reinforces the first comma which is 'operative' because of the second comma...
