Let me just say that, as a bone-ified lapsed Catholic, I am actually, non-snarkily horrified that so many Catholics are rushing to defend this pope when it’s glaringly clear to everyone that he’s absolutely culpable on this. The Pope’s 2001 letter to bishops around the world ordered them to keep sexual abuse allegations secret under threat of excommunication – that is, absolute exclusion from the Church and any of the blessings it bestows (like, say, salvation). Imagine the moral dilemma this posed for anyone in a position to know of such crimes!
He’s absolutely culpable (=guilty) and all this who-knew-what-when questionings and find-another-villain rationalizations are pointless. It’s not a zero-cost action to defend the pope, it comes at a cost to all the victims and all those around them who underwent real suffering and spiritual anguish. Real Christians should be answering to their own consciences rather than circling wagons – it’s not a loyalty test.

1. He has no choice. So much of this stuff is coming out in so many places that passing it off as isolated situations is no longer credible, even to the practice’s institutional enablers. And JP2 was able, by his charisma, affability, and gestures towards liberalising some of the church’s doctrines, was able to keep the focus off the growing scandal. Benedict has none of these advantages.
2. The George H. W. Bush principle: Once you get powerful enough, do away with anyone with serious dirt on you who might be liable to use it. Thus capture Manuel Noriega and smack Saddam Hussein around, taking out some serious blotches on your career history. Benedict might’ve decided that he needs to go clean up his biography and put some people away who might endanger his legacy — oh, and slander the good name of the Church.
3. The limited-modified-hang-out, as utilized as a last desperate gesture by the likes of Richard Nixon. Announce an investigation, hang a few people from the highest yardarm, and announce that the situation’s been taken care of, and hope this convinces the angry mob that whatever rogue element that’s been operating on your watch is no more. This strategy fails if Judge Sirica finds out about the tapes and then you have to fire Archibald Cox.
Anyway, those are plausible reasons Benedict might be doing this that don’t necessarily originate from his good nature, and which I think are plausible. I’m sorta hoping for something waaaaay more fucked up than I can imagine, though.

This whole thing is just an H.R. problem. How do you get enough priests to run your ops when they have to take vows of chastity, poverty, living with herpes without complaint, etcetera? What happens to your bottom line when insufficient revenue leads to insufficient staffing?
So, you lower the qualifications to get enough applicants. And the applicants descend to the new standards, which are further relaxed, even with respect to the primary standards which caused the applicant insufficiency. Simple supply and demand.
Pope Gaga has a State, a UN seat, and fatwa encyclicals to deal with. And he still has to deal with the bottom line before grasping even the bottom rung of the scale of morality.
All religion-based bias could be compared to anti-Semitism; it has been done so often, in fact, that it no longer resonates and we resent it. When the comparison is misapplied, as in the case of the Church’s comment on the NY Times report on the pope, we resent it even more. As for the future pope’s and the Irish archbishop’s lack of action, we have only to go to St. Thomas Aquinas. He made it clear that sins of omission are just as heinous as those of commission. What the clergy didn’t do was sinful. Of course, in the perfect laundry of the Church, the pope and archbishop can confess those sins in private and be jolly again. They’re like Sonny and Cher; the beat goes on.
